Pounds is the CSLSA Training Committee Chairman and Co-Chairman of
the Southern
California Training Officer’s Association (SCTOA).

met yesterday. All Training Officers are encouraged to attend the next

on May 20th at 10 a.m. at
the Seal Beach Lifeguard Headquarters.

President Don Rohrer and CSLSA President Rob McGowan presented four (4)
awards for surfers rescuing two fishermen from a capsized vessel in 5’-7’ surf with
jagged rocks in 51 degree water near K-38 (Rosarito Beach, Mexico).

1. On Wednesday, April 2, 2003 while working on a deck in Crescent
Bay, a construction
worker spotted a mother and two daughters who had been
swept off the rocks in 3’-5’
surf. He rescued the victims and administered CPR,
even though he had never been
trained to do so.
2. Mr. Richardson recommended that the above mentioned rescue be
nominated for a
non-lifeguard heroic act to be presented at the next CSLSA
General Meeting.

MOTION: Moved by Mr. Lombardi to
have CSLSA support the expenditure of USLA funds ($8,000) to
update and improve the USLA website.

DISCUSSION: Discussion regarding
specifics from Mr. Brewster’s report. Mr. Gray asked that the motion be
amended to give the CSLSA Executive Board the
discretion to support the expenditure of USLA
funds to update and improve the USLA website based on the facts presented at the USLA meeting in Hawaii.

USLA and the National Weather Service.

DISCUSSION: Mr. McGowan said that he had commended the SDLS in his President’s Report. Mr. Moore
suggested that verbal recognition of the SDLS efforts be added to these minutes.

IX. New Business

CSLSA/SHP
1.
Mr.
Richardson recommended that in lieu of a CSLSA Executive Board Meeting, the CSLSA Board
of Directors adapt an official position to direct the CSLSA Executive Board on how to respond to this matter.
2.
Mr.
Richardson recommended that CSLSA go to Hawaii with a positive and professional
attitude and
“stand our ground” based on the advice of CSLSA’s attorney.
MOTION: Moved by Mr. Gray to have the CSLSA adapt the
official position that CSLSA has a valid contract with
SHP that we are bound to
honor.
SECOND: Mr. Silvestri
DISCUSSION: Extensive discussion ensued. Mrs. Boyer asked that the motion be amended to appoint Mr.
Richardson as the CSLSA spokesman on the CSLSA/SHP contract issue at the Hawaii meeting.

B. Mrs. Boyer noted that reports are
submitted in advance at the national meetings and presented only once.
This saves time and allows for educational opportunities like the excellent one presented by COLA at this meeting.
